Hello, I'm looking to get a full suit based on this (see linked file; 
you'll need Blender to open it) character. It is just a standard bird 
in the Sonic format, but has machine-based arms and legs.

So my requirements (besides aesthetics) are:

* Eyes that can Blink (bonus if it can be both attached to a motor or 
hand controlled)
* Hands with articulatable fingers (this can be puppetry or oversized 
gloves; I'll leave it up to you)
* Arms/Legs have lights (I can handle electronics if you can't)
* Flat or light feather, whichever looks aesthetically closer
* Fans and visibility out
* Headwear swappable for feathers or a helmet

Sonic characters are usually flat, but I'm pretty sure everything else 
in a suit of the same aesthetic is the same (probably with a felt, flat
foam cover, or whatever they use in Mascot costumes).

You will be reimbursed for any required research and development, as
long as you have something to show, be it a failure or prototype.
(Basically, if you think you know how to make a suit, but not this
specific style, I'll pay you to figure it out, on the condition that
you share your knowledge/designs)

I don't have a budget, but try to stick to under $4k USD. It is not a hard
limit, if you can justify to me why it's more expensive. I could be very
off for the quote, so please advise on that.

NOTE FOR R2 MODEL: Please don't include the backpack, belt packs.
